It builds on the observation that the late 1990s saw a comeback of the state in urban China after the increased economization of life in the 1980s had initially forced it to withdraw. Based on several months of fieldwork in locations ranging from poor and dilapidated neighbourhoods in Shenyang City to middle class gated communities in Shenzhen, the authors analyze recent attempts by the central government to enhance stability in China's increasingly volatile cities. In particular, they argue that the central government has begun to restructure urban neighbourhoods, and has encouraged residents to govern themselves by means of democratic procedures. Heberer and Goebel also contend that whilst on the one hand, the central government has managed to bring the Party-state back into urban society, especially by tapping into a range of social groups that depend on it, it has not, however, managed to establish a broad base for participation. In testing this hypothesis, the book examines the rationales, strategies and impacts of this comeback by systematically analyzing how the reorganization of neighbourhood committees was actually conducted and find that opportunities for participation were far more limited than initially promised. During the early 1980s China embarked on what can be seen as one of the world s largest social experiments ever. Decollectivization meant much more than the reorganization of agricultural production into family based farming. It signalled significant changes to rural social relations, when privatization, marketization and increased geographical mobility started tearing apart the economic and social institutions that had structured collective village life under Mao. The focus of this book is on how rural society has been reorganized in the 21st century. The first chapters outline the basic organizational structure of rural China and can be used as an introduction to the topic in a classroom setting. They show how the state and its social scientists draw up plans to overcome the perceived lack of rural social organization, and discuss the often problem-ridden implementation of their ideas. The second section presents case studies of institutions that organize key aspects of rural life: Boarding schools where rural children learn to accept organizational hierarchies; lineage organizations carving out new roles for themselves; dragonhead enterprises expected to organize agricultural production and support rural development, and several others. The book is of theoretical interest because of its focus on the re-embedding, or reintegration, of individuals into new types of collectivities, which are less predetermined by tradition and habit and more a matter of, at least perceived, individual choice. Most chapters are based on extensive fieldwork and contain vivid examples from daily life, which will make the book attractive to anyone who wants to understand how Chinese villagers experience the extraordinary social changes they are going through.

Zu gross ist die Vielfaltigkeit der Forschungsdisziplinen und deren Studien, die Medien und insbesondere das Fernsehen begutachten. So beschaftigen sich Publizistik-, Kommunikations-, Medien-, Literatur-, Kulturwissenschaften und ebenso die Psychologie, die Padagogik und die Soziologie mit dieser Thematik und bringen alljahrlich eine Fulle von Literatur zustande, die kaum zu uberblicken ist.1 In der Vielfaltigkeit dieser wissenschaftlichen Disziplinen ist auch die Kontroverse offensichtlich, mit der dieses Thema diskutiert wird. Daher habe ich mich entschlossen einen kleinen Teil dieser Diskussion aufzugreifen und verschiedene Forschungsansatze aufzuzeigen. Plotzlich ist ein Jeder Experte und Kenner der Szene und weiss genau uber die Grunde der Bildungsmisere bescheid. Bildungsmisere? Ist es das, was die Studie der deutschen Politik attestiert? Nun, die Ergebnisse sind deutlich. Deutsche Schuler haben in vielen Disziplinen im internationalen Vergleich recht massig abgeschnitten, obwohl Deutschland, zumindest rein wirtschaftlich gesehen, immer noch eine europaische Vormachtsstellung einnimmt. Andere Lander, deren wirtschaftliche Datenlage nicht so verheissungsvoll ausfallt, schaffen es jedoch im Gegenzug ihren Nachwuchs qualitativ besser auszubilden, womit fur deutsche Kinder eine Konkurrenz auf dem Bildungsmarkt entsteht, die nicht von der Hand zu weisen ist, und die die zukunftige Entwicklung Deutschlands im internationalen Vergleich negativ beeinflussen wird. Aber warum gelingt es anderen Landern trotz verhaltnismassig geringerer Etats eine womoglich bessere Bildungspolitik anzubieten? Die Ursachen dafur mussen in den Problemen des deutschen Bildungssystems gesucht werden, die leider vielfaltig sind und von denen an dieser Stelle nur einige Wesentliche genannt werden sollen. Zum ersten zu nennen ware die Tatsache, dass Bildung dezentral geleitet und verwaltet wird. Bund und Lander bilden zwar ein foderatives System, jedoch bedingt Foderalismus immer Kommunikationsprobleme und Ungleichheiten in der Exekutiven aufgrund unterschiedlicher Gewichtung von Pramissen.
